No, it's the lava of a Great Diving Beetle. (Dytiscus marginalis)

They are voracious predators. They spend most of their time at the bottom of the pond hunting. However they are air breathing so come to the surface every couple of minutes or so. Strangely they breath through their tails
and that is what this one is doing. Just the tip of the tail is above water the rest of its body is below the surface.
