The VSO re-sizer attaches to the context menu in File Explorer - just select the image(s) you want re-sized and right clisk for the context menu.

Since MJ224 commented, I have done further tests. He is correct that the 'Windows' solution is insufficient and I now know that it is my use of the 'VSO...

I have tried it successfully but I also re-size using VSO re-sizer so it might be that step that's making it work on here..
