Hanging on the telephone line

This chap has been hanging around right outside the front of my house for the past 2-3 weeks. I've no idea how he came to be in this position 20 feet off the ground, but he's getting to the stage where bits are starting to drop off, much to the annoyance of passing pedestrians:

looks like he has been unfortunate to have touched adjacent power lines, if thats what they are....needs bringing down with a catapult I think.

I'm hoping that if we get a good bit of wind he'll come down without the same risk to the neighbour's windows.

It's obviously a phone line, he called a telco and he's been put on hold.

Reminds me of the film, "Bird on a Wire," but there any similarity with Goldie Hawn ends! Could the bits dropping off be maggots?
