Can I dodge or burn in Lightroom 3 or Elements 9? If so can someone tell me how to select them?

There's also a mask tick-box which then tells LR to use an auto-mask so that any edges will be used as the definition for the brush. So, if you want to say lighten a background, of a person... then is is relatively easy because LR will use the person as the 'edge' and no part of the brush will be applied to that area.John

I don't have elements 9, but I have elements 8 and the dodge & burn tool is just above the background/foreground selector. There are 3 tools behind each other that look like a sponge, a hand and a magnifying glass look-alike.
