Cubans seem to have a very sweet tooth, perhaps a hangover from the years of sugarcane production. Coupled with their ability to make a few CUC any way they can it is not unusual to see street sellers carrying sweet treats around in the hope of a sale. This guy was sweating into his eclairs in the heat of the day.
