The Bici Taxi was introduced during the "Special Period" after the Russian money evaporated and economic hardship really took hold, especially with fuel and food. Times were tough and thousands went hungry, even the zoo animals were eaten. The shortages of fuel lead to the production of the Bici Taxi and it survives as a cheap form of transport today. The basic design is the same, but the implementation depends on the availability of parts and "bling".
It's not necessarily a way to keep fit.
