Venezuela swaps oil with Cuba for medical staff (doctors and nurses). The oil is refined in Havana and used in the country and a small amount exported for cash. That is Cuba's biggest income into the country followed by the tourist dollar.
Tankers waiting for fuel. I believe they are used to transport fuel around the coast of Cuba.
Oh dear, that looks like an environmental disaster waiting to happen.
